Key Principles*

1. Functional separation of risk assessment and risk management is needed to ensure the independence of risk assessment. This requires that the processes of risk assessment and risk management and the roles of participants are clearly defined.

2. Efficient interaction between risk assessors and risk managers is essential throughout the process, to ensure the assessment is relevant to the needs of risk management. However, this must be achieved in ways that do not prejudice the independence of risk assessment.

3. Risk management should take account of all relevant factors including social, economic and cultural consequences as well as risk

4. All stakeholders should be involved, but how and when needs further discussion

5. Openness and effective communication are essential throughout the process, and should increase trust

6. Clear policies and appropriate expertise are essential for efficient risk analysis
