Improved Approaches*

Problem definition - Define clearly the problem to be assessed, taking account of public concerns. Identify relevant factors including social and economic issues and involve appropriate experts.

Limitations in data, time and resources - Make the best use of available data within the time and resources available. Urgency must not lead to exclusion of stakeholders or loss of transparency.

Risk assessment - Use quantitative methods where possible. Publish all aspects including roles of participants, data and assumptions, results and uncertainties, and minority opinions.

Acceptable levels of risk and uncertainty - Risk assessment estimates the levels of risk and uncertainty for different management options. Care is required to avoid implying preferences or judgements about acceptability, which belong to risk management.

Risk management - Take account of all relevant factors and consult with relevant experts and stakeholders. Publish the reasons for decisions, and explain how alternative views were taken into account.
