There is a need for "functional separation" of these processes, to ensure that the scientific assessment of risk is not biased by other factors. But separation must not impede necessary interactions between risk assessment and risk management. What is needed is an interface between risk assessment and risk management that achieves efficient interaction while maintaining scientific integrity.
